I refer you to the article in Wednesdays Times about Bail Hostels. (Page 8).
It appears that a firm called ClearSprings can use domestic properties as 'Bail Hostels' without planning consent, but only having to notify the local authority 5 days before commencing use. Failure of the local authority to repond within 5 days will result in the assumption of consent.
Is this right, who do they consult with? and do we want bail hostels next door??

Should you, as the local Planning Chair, be soliciting comments on this?
I realise it is the process rather than a specific application, but I should have thought you would be seeking, and acting on, advice from your officers rather than looking for views from the public. Or are you simply hoping for others to support your grumble about a central government procedure?
No planning consent required, just a justification from central government as to why not
Sorry, I was just working from your post - "Failure of the local authority to repond within 5 days will result in the assumption of consent".
What consent is involved here, then? If not plannning, what area of activity? Is TDC equipped to comment within 5 days on whatever the grounds are? Presumably your beef will be with THEM if they miss a trick and something therefore happens by default?
I think that you are right to seek public opinion.
Won't they have to comply with HMO fire precautions ?

We don't need anymore trash in Thanet. The reason that our council tax is very, very high is because we are paying for these kind of people. No thanks to Gordon Brown.
I am not sure what you mean by the word trash or in fact anymore trash! are you reffering to fellow human beings or some other form of life? Council tax is high and before you remind me I dont pay it I would gladly pay it if I could work. I spend a lot of time with people whom I think you refer to as trash and I find them a lot nicer than some so called honest people. But then Jesus said Christ Jesus came into the world to save sinners (1 Timothy 1:15). I invite you to come to Saint Pauls on a Wednesday evening 7.00pm or email me via the Saint Pauls website . We all pay in different ways.
so you cant help others then. you call every one trash the people with mental illness who are so frustrated they end up criminalising themselves themselves to get the care that they dont recieve in the community. I could say the same about your bigotry. but I suspect I am branded as trash as I dont share your views.
Anon 1703, your post I deem as offensive, so will be removed. Apologies Don, for not removing it sooner.
Don
I am affend by your religous dogma; we have enough problems around the world, due to this kind of thinking.
Don's religous dogma is offensive and bigoted to many of us; for the record, I have a number a mentally challenged friends that are lovely people and don't break the law; it is offensive that Don trys to confuse these people with the violent criminals that I reffered to as trash.
Well meaning do-gooders are the problem, not the answer.
My Apologies to the public for the one-sided freedom to be offensive on this blog; that is, you can be offensive as long as you are a religous bigot.
I'm afraid you've discovered Councillor Gregory's approach to "balance". Be as offensive as you wish if you are attacking those he doesn't like; be prepared to be deleted if you challenge one of his friends.
Oh, and Councillor, could you and Councillor Wells liaise and rustle up a reply to the points and questions that have been raised on your "icy roads" item, please. It would seem that having launched a few issues, you have both backed off dealing with the follow-up.
I have just discovered that I live next door to one of ClearSprings hostels, ie I live the other side of a thin party wall from one. No one from Clearsprings told us anything at all and I have had to fight for the basic information which I need to protect my family as best I can. We're constantly patronised by do-gooders like Don: they all have one thing in common. They don't actually live next door to the problem themselves. Try doing good works when you've had no sleep for two weeks; in fact, try doing anything at all, let alone holding down a job to pay a mortgage on a house which has suddenly been rendered worthless. Planning inforcement is a complete misnomer on a par with 'friendly fire'. They have no practically no power to intervene and less enthusiasm. I do hope that some of these people who are currently lecturing us about what 'lovely people' we now live next door to end up in the same situation themselves. In fact, in the unlikely event that I win the lottery, I might just arrange it.
